Accept Guarantee Quote with Payment ID

Accepts a Guarantee Quote by ID and converts it to a Guarantee. Includes a Payment ID for the transaction in the payment processor that corresponds to the Weather Guarantee purchase. Creates a User with the email from the request body if the User does not already exist in our system.
